Similar to the Import Control System (ICS) applied in the EU, electronic advance declarations for container shipments by sea will be required in Japan from 10 March 2014. Japan thus complies with the requirements of the SAFE Framework of Standards to Secure and Faciliate Global Trade of the World Customs Organization. The Japanese system for this is called Nippon Automated Cargo and Port Consolidated System (NACCS).
The electronic advance declaration must be submitted 24 hours before the container is loaded onto the ship. This does not apply to empty containers, containers remaining on board the vessel (FROB) or shipments loaded on platform containers.
