Since 1 March 2014, a definitive anti-dumping duty of 17,1% has been imposed on certain manganese dioxides originating in South Africa. The products concerned under the relevant implementing Council Regulation (EU) No 191/2014 of 24 February 2014 are currently classified under CN code ex 2820 10 00 (TARIC code 2820 10 00 10):
“Electrolytic manganese dioxides (i.e. manganese dioxides produced by an electrolytic process) which have not undergone heat treatment by the electrolytic process (…). A distinction is made between two main types of goods: Zinc-carbon EMD and alkali EMD.”
This concludes the investigation proceedings initiated at the request of Cegasa Internacional SA and Tosoh Hellas A.I.C, the two only EU producers of EMD, on 11 December 2012. Pending evidence that the conditions of the anti-dumping measure are not met, the definitive anti-dumping duty will remain in force for an initial period of five years.
